Even as the Centre on Tuesday directed all states to ensure a second dose for beneficiaries, instructing them to reserve at least 70% of vaccines supplied by the Union government for this category, the Karnataka government is struggling to ensure it due to delay in delivery from the Centre and the Serum Institute of India.
